The Afghan nationals will be required to obtain a No Objection Certificate (NOC) to reside in Islamabad after 2024 in a move aimed at strengthening the country’s national security and sovereignty.

The measure has aimed to establish stronger oversight and identification of individuals who may pose security risks, particularly in light of recent political protests where Afghan citizens were found to be participants.
Last year's decision to deport illegal Afghan immigrants further highlighted the necessity of strict monitoring to protect national stability.
According to officials, intelligence reports had pointed to Afghan nationals being involved in organised crime, including terrorist networks and smuggling activities. With these concerns in mind, the new regulation aims to curb such threats and ensure that Pakistan can continue to host refugees while maintaining national security.
By introducing the NOC condition, Pakistan was hoping to strike a balance between humanitarian obligations and the protection of its citizens from external threats.
