In a bold move to address pressing labor shortages, stimulate economic growth, and embrace global talent, Canada has announced an ambitious Immigration Levels Plan for the years 2024-2026.
Spearheaded by Immigration, Refugees, and Citizenship Canada (IRCC), the plan aims to welcome a staggering 485,000 new permanent residents in 2024, with targets increasing to 500,000 in 2025 and maintaining the same level in 2026.
Increased french-speaking immigration
In an effort to enhance linguistic diversity, the plan sets out to increase the intake of French-speaking permanent residents outside Quebec.
Building on the success of achieving a 4.4% target in 2022, the new plan aims to raise this to 6% in 2024, 7% in 2025, and 8% in 2026.
The core focus of the immigration plan is to bridge critical labor force gaps in key sectors such as health, STEM fields (Science, Technology, Engineering, Mathematics), trades, transportation, and agriculture. Canada aims to strategically target these areas to fortify its workforce and drive economic growth.
Express entry and provincial nominee
The Express Entry system, a crucial pathway for skilled immigrants, is set to admit 110,700 permanent residents in 2024, with the number increasing to 117,500 in both 2025 and 2026.
Simultaneously, the Provincial Nominee Program (PNP) aims for 110,000 immigrants in 2024, rising to 120,000 in 2025, and maintaining the same target in 2026.
In addition to economic immigration streams, the plan places a strong emphasis on family reunification. The Spousal, Partner, and Children sponsorship program targets 82,000 admissions in 2024 and 84,000 in both 2025 and 2026.
The Parents and Grandparents Program (PGP) is set to welcome 32,000 immigrants in 2024, followed by 34,000 immigrants in both 2025 and 2026.
