The Men in Green remain unbeaten as this marks their fourth victory in the competition, having previously triumphed over Australia, West Indies, and India.
Earlier, Pakistan recorded a score of 196/4 after being asked to bat first by England.
The Men in Green suffered early losses of Kamran Akmal (11) and Sharjeel Khan (13) as openers. But a 121-run partnership between Sohaib Maqsood and Shoaib Malik laid the foundation for Pakistan to achieve a significant total.
Maqsood made 44 balls while Malik made 33 balls. Misbahul Haq, who is leading the side, hit 14 balls, while Abdul Razzaq hit 9 balls.
Meaker finished as England's best bowler, finishing with figures of 2/25. Pakistan defended their 197-run target by dismissing England captain Kevin Pietersen early.
Phil Mustard was able to keep England in the game. Ian Bell (11) was the second man to leave after Yasir Arafat's run out. Mustard (34) departed as he attempted to accelerate, whereas Kevin O'Brien (24) was a clean bowled by Shoaib Malik.
No other batters clicked with Pakistan taking wickets at regular intervals. England was defeated for 117.
Saeed Ajmal claimed three, whereas Abdul Razzaq claimed two. Shoaib Malik, Sohail Khan, and Aamer Yamin each took a wicket each.
The top four teams will qualify for the semi-finals. Pakistan holds the top spot in the points table with a score of 8 points, followed by Australia and India, who are ranked second and third with a score of 4 points each. England is fourth with two points.
