The Pakistan Telecommunication Authority (PTA) has announced its decision to issue licenses for the provision of Fixed Satellite Services (FSS), aimed at enhancing the country’s satellite communication infrastructure.
A draft policy outlining the terms and conditions of the new licensing regime has been prepared and released for public consultation.
According to the draft, the license will be valid for a period of 15 years, with license holders required to commence services within 18 months of issuance. The initial fee for obtaining an FSS license has been set at $500,000.
The license will permit the establishment of fixed earth stations, fixed gateway earth stations, and fixed terminal earth stations. However, the draft specifies that services must be provided exclusively through registered satellite operators.
While the license will allow access to public switched terrestrial networks and mobile satellite services, certain restrictions will apply. Radio and television broadcasting, as well as satellite-based services for ships, aircraft, and vehicles, will not be permitted under this license.
In addition to operational guidelines, the draft mandates strict adherence to the PTA Act, Rules, and the Pakistan Space Activities Rules 2024. License holders will also be required to ensure robust data protection measures and maintain a transparent billing system to safeguard consumer interests.
The PTA has invited feedback from stakeholders, industry experts, and the public on the proposed draft. All suggestions and concerns must be submitted by February 14, as part of the public consultation process.
