The Egypt-led $53 billion Gaza reconstruction plan has received endorsement from the international community sans United States President Donald Trump who wanted to oust the Palestinians calling them ‘people of the area’ and make Gaza as reverie.
Arab League and the Organization for Islamic Cooperation (OIC) endorsed the five-year proposal, urging global support to help rebuild the war-torn region. Hamas also welcomed the plan and supported the idea of a “community support committee” to oversee Gaza during the relief and reconstruction phase.
Despite broad Arab support, the plan has been rejected by Israel and the White House, while France, the UK, Italy, and Germany back it as a realistic path to rebuilding Gaza
However, Israel rejected the proposal, stating that it “fails to address the realities of the situation” following the October 7 attacks. Instead, Israel reaffirmed its support for Trump’s plan to have the US take control of Gaza and forcibly displace its population.
The White House echoed concerns, stating the plan “does not address the reality that Gaza is currently uninhabitable”, while reaffirming that Trump stands by his vision of rebuilding Gaza without Hamas.
In contrast, France, the UK, Italy, and Germany backed the plan, describing it as a “realistic” pathway to rebuilding Gaza. The proposal remains a key point of contention in global diplomatic efforts to address the ongoing crisis.

The Egypt-led proposal outlines a three-phase, $53 billion reconstruction plan aimed at rebuilding Gaza following Israel’s war. The plan, endorsed by the Arab League and the Organization for Islamic Cooperation (OIC), focuses on restoring housing, infrastructure, and governance under the Palestinian Authority.
Phase 1 - Interim Measures ($3bn)
- Managed by a committee of technocrats under the Palestinian Authority.
200,000 homes to be built and 60,000 buildings restored within six months.
Phase 2 - Reconstruction ($20bn)
- 400,000 homes to be built.
Restoration of water, waste management, telecom, and electricity services.
Housing for the entire population within 30 months.
Development of industrial and commercial hubs, including a fishing port, commercial port, and airport.
Phase 3 - Governance ($30bn)
- A technocratic committee to oversee humanitarian aid and governance.
A Steering and Management Council to support funding and implementation.
Palestinian President Mahmoud Abbas has suggested elections could be held next year if conditions allow.
